The City of Casselberry has operated under the Commission-Manager form of government since 1991. This form of government consists of five-elected officials, one of whom serves as Mayor and Chairperson of the Commission.

The City Commission, in turn, appoints a professional City Manager. The City Manager position oversees the day-to-day operations of the City and reports directly to the elected body comprised of the Mayor and Commissioners.

The City Clerk and City Attorney are also appointed by the City Commission.
